In December of this year, the government presented the 1402 budget bill to the parliament, which has been associated with growth in various areas compared to 1401. The research center considers science and technology parks to be one of the effective social institutions in the development of technology and commercialization and emphasizes that in order to achieve this goal, all the credits considered in the 1402 budget should be provided by the government. Credits that this center deems appropriate for 1402, but on the condition of fulfilling one of its clauses!
The consultative arm of the parliament, after examining the state of the country’s science and technology parks, reported the budget problem of most of these complexes, and the newly established science and technology parks are facing more problems to create favorable infrastructure and physical spaces. The problems that, based on the investigations of this center, caused by the non-allocation of credits “Comment 7, Article 39 of the Value Added Tax Law” It has been mentioned to the centers.
According to Note 7, Article 39 of the Value Added Tax Law, the share of value added duties received from technological companies located in science and technology parks must be 100% to the same park for the creation, development and maintenance of infrastructure, public spaces, educational, research, Technology and provision of urban services should be allocated. But it seems that despite receiving this tax, the government has not allocated its resources to the parks and has committed some kind of evasion.

Therefore, the Majlis Research Center believes that if these credits are allocated in the Value Added Tax Law, in general, suitable credits for science and technology parks have been considered in the 1402 budget bill. Failure to allocate this budget line will also lead to more problems for science and technology parks, especially those in less privileged areas.
30% increase in the budget of science and technology parks
According to the announcement of the Ministry of Science, there are 49 science and technology parks in the country, but the budget bill only mentions information about 34 parks. This indicates that the science and technology parks of the universities, which use the credits of their main device, are separated from this budget bill. In fact, in this report, the public budget of 34 science and technology parks is examined.
The total public budget allocated to 34 science and technology parks is approx 1,600 billion tomans which has grown by 4.30% compared to last year’s budget law. Due to the 40% inflation In the country, this growth is lower than inflation.

The public expenditure allocated to science and technology parks is about 1157 billion tomans, which compared to this year’s budget, about 21.8 percent has grown General expenditures include expenditure credits (such as salaries, water and electricity bills, etc.) allocated to science and technology parks amounting to 900 billion tomans, capital asset acquisition credits (construction budget) amounting to about 258 billion tomans.
In addition, the public expenditure from the dedicated revenues of science and technology parks is about 474 billion tomans, which has grown by about 8.57% compared to the budget law of 1401.
A high share of the campus technology park from the budget
In another part of its report, the Majlis Research Center has analyzed the contribution of science and technology parks in the budget bill.
In the budget bill of 1402, Fardis Technology Park with 118 billion Tomans, Isfahan Science and Research Town with 105 billion Tomans and East Azerbaijan Science and Technology Park with 50 billion Tomans will be allocated the highest amount of government public funding among science and technology parks. .

But if we compare these figures with the budget of 1401, the three science and technology parks of East Azerbaijan, Semnan and Golestan have faced the highest growth in public budget credits.
